Will boosting Test levels at age 19 help with frame or face development

I heard your frame and part of your face still develops into early 20s. Would boosting Test levels or any other hormone level at age 19 help with anything like getting a wider frame or a more prominent brow-ridge? Also, do Reeves-deadlifts work for widening frame?
