will hydrocortisone fix my chin

im 15, this pic is from last year but nothing really changed, so if put hydrocortisone 0.1% on the red area of my chin will it make my mentolabial angle higher?
i live in the netherlands and i think my parents have a good insurance so i might be able to get a free bimax to fix my mandible recession since i also have a deepbite but never got braces or any work done to fix that
