The skull is usually proportional to the height, but yes, there are short people with big skull. The guy with the biggest skull I've ever met was 5'9, was normwood 2 with 15 years.

I'm 5 9.5 but my skull should be on someone who's at least 6 3 tall. So to answer your question, prob yeah
