For most people mouth cutting it also looks unnatrual and the results aren't great. The only possible solution I can think of rn is using a lip pen thing

Doubt it. If it IS possible, you'd likely have to pull hard enough to rip your lips open to do so. Would also create smile lines. Just get surgery if it's that much of an issue to you.

Either get surgery or you can try using suction-based plumping devices to create an illusion of wider lips.

You can also get marpe if your palate is narrow then an alarplasty to slim the nose from marpe widening, but it's effects on your lip width won't be drastic.
