Woman gets arrested for putting merchandise in her purse

She claims she was going to pay for it and begged to be allowed to pay for it but the officer didn't let her. She seemed sincere and didn't even get the chance to pay. Ofc there's no way to know, maybe she was trying to steal, maybe she wasnt. What do you guys think, should stores be allowed to press charges of theft just for putting merchandise in a purse? Or should they wait until they pass a point of sale checkout?
