Not sure where you live but in the USA, you aren't legally required to tell the truthful reason why someone isn't hirable. IN fact, you aren't even required to tell them they're denied from a position. An employer can simply say "We're sorry, you don't meet our qualifications" or "I'm sorry, but the position has been filled but we'll let you know if something else opens" or something like that and they'd never know lol.
