You put weights on top of the back of your head, lay on your stomach with head over the bed, and do "push ups" with your neck.
How do you hold the weights on your head? you string them together with a shoe lace, then put the end of a belt around the whole thing, lay on the belt, and place it on the back of your head. You will still have to hold it with your hand but it makes it a lot easier to balance on your head.
Since it will be around one side of the head, you will have to switch it to the other sideso you dont over excersize one side.
The belt wont be around your neck, it will be next to it and over the back of your head.
