Although Italy and Spain were fascist, Spain never entered the war officially and watched to see if Hitler and Mussolini would win. Italy was fascist and entered the war but betrayed Germany in the end. Not to mention extracting precious resources from the Reich to fight in north africa whilst hardly helping the Germans on the eastern or western fronts.
