Would anyone know how to build a rifle? Practically 22lr

I have some designs made up but those are only in my head I have yet to put them on paper or a computer, so if I wanted to make a 22lr rifle that takes a magazine it doesn’t even have to be semi auto I am fine with one that I have to rack after every shot. Or how would I get my hands on a firearm
