Would Blue Coloring Elevate My Eye Area?

Pic quality too bad to judge tbh, but generally speaking I feel like colored contacts give bad results 99% of the time. It's gonna be a really really long time until people can change eye color with surgery tbh, when not even contacts give a realistic result.

The results I’ve seen look good. I’ll probably get dark blue which would go well with dark brown/black hair.
