If you are thinking of using minoxidil to lower your hairline so you have a smaller forehead. The chances are basically 0

Best you could do is get fringe and put minox on eyebrows to get bigger, works for me

Old thread, but anyways... Minox will actually grow hair anywhere on your body. This is the reason men that lack any amount of facial hair may still grow a beard with minox. So to answer your question, @Chad1212, it should work in theory. I may do it one day myself. If so, I will keep you updated, if you're interested.
