I'm planning on starting a cut soon to get to 10% bf, im at 15% rn. When I reach about 10% i just want to maintain that.

Is it possible to still gain muscle mass throughout this process, or at least when im maintaining later, without using roids or GLPs?

If you've been working out for a while and maybe have several years of good training, then cutting will only cause you to lose muscle

If you are cutting by doing a lot of cardio rather than starvemaxxing then you should retain a lot of your muscle as long as you consume enough protein. Ironically GLP1 agonists would get you there faster and they are quite benign.

What about building muscle? Is that possible during the cut and while maintaining 10% bf?

yes as long as you hit protein goals
