Meh I remember years ago people did this to kids in family as affectionate joke, "puffing" in tummy which tickles them and makes funny "farting" sound, it's probably eastern european thing. Strangers would not be welcome to do this, but Russians have this thing with leaders where they're treated as "father of nation" or something like that, they're often affectionate with kids coming to meet them who call them "uncle", like there's this thing with calling Putin "uncle Wowa"; you can find hundreds of propaganda recordings with Soviet or Russian leaders meeting with kids, giving them candies and kissing etc it's traditional by this point
