The second option have a heavy and clear limitation(you cant lose weight), but the first dont have any. With enough hard work and discipline is possible to become taller, get stronger and even more handsome. So, the first alternative is my pick.

Thats the thing. Usually is not never or impossible. If the first pick after reaching 5'4 couldn't grow taller, that would(kinda) equalize the play field.
