a word cant be racist as a word doesnt have beliefs, ill asume you meant its racist to say nigger.
nigger isnt racist in itself as its often, like in this case, being used to describe someone stupid. its only racist if it is used to claim one race is better than another,

the word was used to describe black people and since black people were seen as subhuman it was used to describe someone black and subhuman. today we dont see black people as subhuman (i hope) so nigger simply means black person, this is also why black people use it as a friendly adjective "Wazup my nigga".
the reason white people arent socially allowed to use it is because rich elites (mainly american media owners) have fueled an inferiority complex within the black population which makes them feel attacked for being ackowledged as black. they do this to split society the same way they try to radicalize the left/right, conservative/progressive, theist/atheist and so on. this makes the lower classes preoccupied with imaginary social issues while they grow ever more powerful
