Wtf is happening?

@Mods please fix this, or at least let me know if this is some kind of penalty or something else. I’ve done everything, I’ve restarted my device, closed the browser and tabs, I’m on a private connection, I’m not using a modulator.
Here’s the issue below: there isn’t any posting option for me, and I can’t reply to anyone, and not even dms. Help
