Im 180cm 5'11 and i weigh 60 kilos at prolly 25 - 30% body fat

So my neck is tall as fuck when completely relaxed and my shoulders are quite narrow can you fix that shit by working out

yeah just add cable laterals onto your current lifting routine, 2 sets 5-8 reps 0-1 RIR around 2x a week and go on a 200 calorie surplus(lean bulk)
