Yall I need help with my hair asap

No matter how hard I try my hair always ALWAYS STAY FRIZZY AND DRY yh ofc when I wet it and apply a leave in it gets all moisturizerd ands stuff but nah not for long....it gets super dry and rough like DUPER DRY AND Rough specially the top of my scalp like I have wavy hair but really rough and frizzy like my hair ain't curly or coily but holy

Here is what I do..I shampoo and condition twice every week apply leave in but it makes it worse tbh as soon as the leave in dries my hair gets super dry and rough again and even worse this time...the thing is my dad has super great long hair like it's perfect I use to have those typa hair when I was little but over the years my hair became like this.. IS THERE ANYTHING I CAN DO TO FIX THIS PROBLEM OR IS IT OVER?

i did something very weird yet it worked, did cardio until my whole face was wet with sweat and came back home took a shower and washed my hair and combed it to where it stops being wavy and it dried nicely and is in its prime, give it a try.

Nah then my hair gets super oily lwk need to use shampoo atleast once a week...maybe I'll make it once every 2 weekz
