It was built as a monotheist place of worship by Ibrahim (Peace and Blessings be upon him) and then was turned to a place of pagan worship by the arab polytheists until the Prophet Muhammad (Peace and Blessings be upon him) came and made it again a monotheist place of worship. Every muslim faces the kaaba when praying.

There is also a theory rampant on jewish scholarly circles that Moses (Peace and Blessings be upon him) did pilgrimage to Makkah.
