I don't know about arms but the correlation between skull, clavicles and height is statistically not big enough to matter when it comes to the difference between 5'9 and 6', and this doesn't even take into account that he could have above average stats.

for tibias i would recommend only extrenals since internal methods can cause permanent knee pains

internals = femur
femur = possibility to do 7.5cm and recover pretty well
femur= better recovery
