Not necessarily, though brain size relative to body size is the single best predictor of higher intelligence.
It still only accounts for around 15-20% of variance in intelligence.

There are also variations in skull size, that can’t be captured with circumference alone.
We are talking about skull height and shape in particular.
A more compact skull (wider but less lengthy- brachy) allows for more inter-cranial volume even at a similar circumference to a more proportionately sized skull.
Skull height is self- explanatory.

I agree though, there is an distinct pattern, when looking at the extremes.
The most intelligent men have almost exclusively huge neurocraniums relative to their total body size.

On a serious note, I read from somewhere that the brains are like, decently compressible due to their almost fluid-gel like nature

Not sure how true that is, but it makes sense

tall bean skulls tend to also be retarded as well. i'm not sure what the mechanism for this is. maybe homosexuality

Yes, the folding plays a huge roll in compressing more brain volume into a specific head shape.
But ultimately it’s still the relative brain size, that matters.
Besides actually cognitive testing, brain scans can be a pretty solid way of approximating someone’s intelligence.
Head shape is strongly correlated to brain volume but still significantly less accurate in individual cases.

Still there are countless other factors at play, some are even unknown still.

Yeah skull height is pretty important, as is skull shape.
You can literally have a skull with an average circumference of around 57cm but the relatively greater breadth alone can alter your total inter-cranial volume to a level similar to somebody with an circumference of around 58cm, given normal proportions.
