You can look up jobs on platforms like Eures or Europass, for Germany just look up "mit unterkunft" which means "with accomodation", as for Netherlands idk what you have to search because I found my current job through Indeed, there are plenty of offers there too, you can work at hotels, airports, warehouse, delivery driver.... as well as niche blue collar jobs which require no qualifications (like my current job).

But yeah I am not sure if all will hire if you are underage although I don't think it's illegal or anything because my brother went abroad to work in construction back when he was just 16, he just needed a parental authorisation signed by our parents and that's it.

id imagine they would also have a restriction on how many hours u can work a week as a minor but ill still look into it
