Your jaw (as in, the mandible) is just small compared to rest of your face despite the fact you have very good and strong bones; look up "facial thirds" - each "third", upper, middle and lower should be of roughly same size/length, now your lower third, the jaw, is slightly smaller and shorter than it should be in "perfect" development.
Similar case is Timothy Chalamet, his disproportion is hidden by fact his chin is oversized, but if you look closely at his photos he similarly has small jaw, despite good angularity etc. And similarly to you, he has very striking features which place him way higher in SMV than what blindly judging by PSL numbers would lead one to believe. So as I said you'll do fine nonetheless, remember this before you sink into this forum and give yourself BDD by judging yourself in criteria that are not relevant in your case

Most probably yes, you don't have any recession or misalignment, it's very possible your jaw simply "fell behind" and will grow especially since you say you had late puberty. My jaw grew until I was 21yo, and then even some until I was 23.
But even if it wouldn't you still look very good, you have long jawbone and the shape is very good there isn't anything wrong here. Most people have some facial proportion issue, yours is probably least impacting one especially with all the positive features you have
