Japan has frequent earthquakes. so they build stronger. I'm pretty sure that if this happened in Russia, where earthquakes are also rare the results would be catastrophic, toothey didn't die from the earthquake, they died from the piss poor building planning and infrastructure.

Yes you are right but this one was the biggest earthquake in Turkey's history.7.8 is too high.so does turkey, it's literally on top of a subduction zone, they have earthquakes at least once every decade and never at any point figured it might be a good idea to adapt their infrastructure based on it.
