Yeah you're technically right, that's what it gives for 1.2 inches/3 cm of difference. But I just checked, the site is bugged and changes the difference dpending on which side is the taller one:

Yeah I measured it on paint, the site is definitely bugged and changes the height difference. And no 3 cm is hard to observe irl, especially in motion. Even 5 cm. It's at 7 where the difference really becomes apparent and 10 where you get mogged. To answer your question yeah you can easily fraud 3 cm. 3 cm lifts are very easy to wear too. Made a post with height differences here.

Probably the one with the smaller difference, 3 cm shouldn't be that obvious. You can try other height comparison tools too see what matches.
