Is 3500 calories really the optimum weekly deficit for weight loss while minimising muscle loss?

it completely depends on your TDEE which depends on your lean mass, activity levels, genetics, the temperature of your environment, etc,etc

you gotta find out yourself through self experimentation

Age, height, weight?

It really depends on how many calories you burn each day, what your weight is and what your goals are. I know that for me, as a tall guy, I need 3500 calories to make progress in the gym while living a mostly sedentary lifestyle and training hard 3 times per week, so if I was a construction worker, I would need to consume around 4500-5000 calories, so it really depends, nobody is the same.

I aim for 800 calories in my workout. I judge by my galaxy watch, prob not accurate but if I hit 800 4x a week I'm content. I don't do a lot of walking at my job, and I burn around 2400 a day at rest according to my TDEE.
