Africans need less calcium then whites:
African Americans are able to adapt to prevailing low calcium intakes in a way that allows them to build and protect a skeleton that is as dense as or denser than those in whites.

Consuming the same calcium levels as whites might be dangerous:
White women with the highest level of vitamin D (25(OH)D >30 ng/mL) had a 44% lower risk of fracture compared with white women who had the lowest level (25(OH)D <20 ng/mL). In contrast, African American women with highest level of vitamin D (25(OH)D >30 ng/mL) had the highest risk of fracture compared with African American women with the lowest level (25(OH)D <20 ng/mL).
The contrast was found to be similar in men of African descent and whites in another study. White men with greater vitamin D levels had fewer fractures while men of African descent with lower levels of vitamin D had fewer fractures.
Vitamin D intake of 600–800 IUs/day should be sufficient for African Americans to maintain optimal levels. The serum vitamin D target should be 20–30 ng/mL, as opposed to 40–60 ng/mL for whites.
In our data the relationship in midlife women was such that, at prevailing calcium intakes (about 600 mg/d, i.e., 15 mmol/d), average weight gain was about 0.5 kg per year (28). By contrast, at currently recommended calcium intakes (in the range of 1000–1500 mg/d, that is, 25–37.5 mmol/d), average weight gain was zero.

This happens because africans have an adaptation to low calcium levels, and high calcium intake turn off this process:

It is important to note that, at the calcium intake that just reaches the threshold for bone, there is still considerable adaptation required, and that, therefore, a higher calcium intake would likely be beneficial for other body systems even if it produces no additional benefit for bone.
Consuming the Same Levels of Calcium as Whites Might Decrease Bone Health, But reduces the adaptation which is bad for other health factors:
But the adaptive response [high circulating PTH and 1,25(OH)2D] that permits this achievement has consequences for other body systems, contributing, for example, to the disease burden of hypertension, insulin resistance syndrome, and obesity.
The current adequate intake for calcium may well be correct for blacks, even though it is more than they need for skeletal health.

Blacks need more vitamin D because melanin inhibits its production

The whole point of light skin is lower nutritional maintenance adapted to less sunlight
