Am I mewing correctly if the area underneath my chin gets tighter and the harder I mew the farther back the tightness go's?

Yes.

Though you should focus on mewing lightly and getting the tightness all the way to the back so that you aren't fucking yourself when you don't hardmew.

Watch that. It will get your tongue in the right spot, then you just back it off till you can breathe comfortably through your nose.
