Am I Reaching Failure

I just did lateral raises and on the last rep of my last set my arms started having spasms as I brought the weight back down.

Is that what it means to reach failure? To literally do the reps until your body can’t handle it anymore?

if you cant complete another rep with acceptable form that is failure.
