Their owners probably don't like you or don't like your type of people....
Let's say if a man has a dog, but doesn't like blacks, Indians, beggars, drunkards, men with recessed faces etc., their dog will immediately pick up on this, even if his owner isn't acting overly discriminating. He could just look with disgust several times at blacks or beggars, and the dog will understand his master doesn't like that type of people and will start to bark at them.
