I would say she is an American of Puerto Rican decent. Not sure why her Puerto Rican decent is of any significance to anyone, she went to public school in a predominately white part of West Chester County. And wtf does Puerto Rican decent mean anyway, maybe 1% of Puerto Ricans are indigenous to the Island, the rest are mostly of Spanish decent. It would be more accurate to say she is of Spanish decent.
