At what body fat % does all face fat disappear?

depends on genetics ig, but 12% should be OK, 10% you might look malnourished which you want to avoid

Like said above, it depends on your fat distribution genetics, but 8-12% is what you want to aim for.

there is not a set goal it's all genetics

It's a completely individual thing. Fat distribution is genetic. Some [very lucky] people have lean faces while they're borderline obese.
