I think this is a false hypothesis. Basically, as your beard grows (either growing up or filling it in with minoxidil), it generally grows up, from neckbeard(+ patches on the mustache and sideburns) and then rises up to the cheeks and lower lip.

Brutal. My brother has a good beard and good jaw but he grows no hair on his neck either. So it can happen
