Probably a Chinese supermarket or something. Or maybe they’d have them at some smoke shops but they’re sold under the counter (the jews call it the tobacco black market) at basically every tobacco/vape shop here for cheap, as well as some Japanese and Korean smokes. I doubt you wouldn’t be able to find them in Europe
