Preacher curl machine. If it's harder at the top than at the bottom, just put some weight on handles, it will make the machine harder at the bottom.

Biceps are the easiest muscle to target. You only need a curl where it's heaviest at the bottom.

Free weight preacher curls, or cable curls where you're facing away from the tower (changes resistance to make it heavier at the bottom).
