Because that Type 2 enzyme is floating around your bloodstream and heavily concentrated in your prostate, taking oral finasteride is still a systemic blockade, reducing your overall bodily DHT levels by roughly 70%.
Therefore it is absolutely not isolated to your scalp like you initially claimed.
