best SPF to get an even skintone?

for context im pale white, and i have some blemishes that make my face look discolored. ETC super bad genetic purple dark circles on my undereyes. Which make my skin look bad in non overhead lighting. Aswell as some light freckles.
TL;DR Can someone recommend me a good skin evening for pale skin that can possibly help purple undereye circles?

To fix your skin tone and undertones get a Kojic Acid soap (Good one is Kojie-San brand is real but make to get a real one)
