Best way to heal hyperpigmentation scars ASAP?

I'm pale white with sensitive mayo skin genetics, and the summer heat made me scratch myself so now I have some hyperpigmented spots that I want to heal quick.

Is hydroquinone best for this, or is there something better?

Mirin guide, but isn't hydroquinone stronger and the better option for faster hyperpigment healing compared to azelaic acid?
