Can a small skull balance out close set eyes?

Two examples of this would be zayn Malik and Ian somerhalder. They both have close set eyes but their ocd to face width ratio is still ok due to a small skull, ocd is the width between the two lateral canthus’s. So in my theory a good ocd to face width ratio can balance out a closer set esr.
