As a general rule, surgeries fix failos and don't create halos.
Therefore, the best candidates for surgery are those with clear-cut flaws that can be technically fixed.
It's unfair, but not everybody has a favorable base for plastic surgery (regardless of their starting point looks-wise).
So the guy in your scenario may improve his looks, but not by a significant proportion. Perhaps will he benefit the most from a mix of softmaxxes, fat dissolvers, and fillers.
