grow out your hair, use tret or some other retinoid to fix skin structure, try to find some way to ligten ur lips so they have a pinkish hue, use latisse to grow out your eyelashes, use minoxodil on eyebrows on the innter section so you have more densit on the inner most part of the eyebrow.

After all of this I would say low bf if you haven't already, go to the gym, and sleep and eat well so puberty goes well for you
