can bone-borne palatal expanders fix paranasal deficiency or narrow lips?

Or is paranasal deficiency purely from lack of forward projection? Even if it can improve deficiency , I assume segmental Lefort would not. Can bone-borne palatal expanders fix narrow lips? Can segmental Lefort?
