Do you think face puller can shorten midface by 3-4mm?

I dont think facepuller can do it.
Only high leforts can visually shorten (3-4mm) midface by making your maxilla more upwards.
 
Theoretically yes, if you have long philtrum but your nose is normal. You can get lf1 to shorten the maxilla and bullhorn surgery to reduce your philtrum

it depends on the starting point, on how long the midface is and how much bone there is in excess.

There is an Impaction where a whole wedge of maxilla is taken out which can help if you need a lot. If you just need a subtle one a high upsliding LeFort 1 can help I read about it on lookstheory it shortens it by a couple mms

This will only work if there is some measurable amount of gummy smile along with the long maxilla which translate to long midface. On a healthy in terms of bite and smile aesthetics person, impacting the long maxilla will end up burying their teeth underneath the upper lip.

my midface ratio is about 0.94 and I think I can improve it, the thing is you can do a lip lift/philtrum reduction but the reason this doesn’t work for most people is that they tend to also have long noses. Personally I have a 15mm philtrum from base to lip and a 45/46mm downturned nose therefore I can ascend hard by decreasing lip to nose by 3mm

that will make my midface ratio potentially 0.98-1

So OP if you have short nose longish philtrum you can do it as well
