The way I understood it was that a flat maxilla would be someone like robert pattinson who has overall good development but a naturally flat maxilla

but recessed maxilla is due to mouthbreathing recessing it more than it's natural state

to be honest I don't really know but I think flat and not recessed because idk how a whole race could be recessed + most seem to have decent chins and jaws. @thecel might know more.
