Can you wash off the retinol 1 hour after application?

I wash my face with warm water, damp-dry with a towel, and then I apply the retinol.

There's ALWAYS some residue left 1-2 hours later, but if I want to go outside then I need to get rid of that and put on sunscreen.

Is it fine to wash it off after an hour?
