In all the other countries where communism was adopted after WWII, they never went through this sexual experimentation stage.
In Romania for example abortions were banned, not having kids after the age of 25 meant you paid more taxes, divorces were very difficult to get, contraceptives weren't available, sex education was non-existent, etc. - the state simply wanted traditional families with as many kids as possible and sex for anything else than procreation was frowned upon.
