Could a Bimax fix a hooked nose?

Is a hooked nose a result of maxilla growing downwards that can be fixed with LeFort I or just a phenotype thing like Gio Scottis nose for example

Depends on the movements really. If you have a very hooked nose it will straighten it depending where cuts are made but you'll still have a slight bump on the ridge.
