Could Retin-A make the skin underneath my mandible more tight?

I'm talking about this area:

Could Retin-A tighten it adequately? Would it be worth trying or is surgery the only option for this?

Probably not by a lot. Lack of tightness in this area is caused by low hyoid positioning in 80 percent of cases
