Classical Arabic (i.e. the language of the Quran) is pure and doesn’t have words that mean the exact same thing.

I would like to say that there’s no point in trying to be apologetic, as those who argue using verses similar to 98:6 are disingenuous and only wish to cause animosity (and also please the public, making them hear what they want to hear, and not the truth. Anyway, let’s see what the verse actually says:
The word for “disbelieved” here is “kafara”. The key word in all of this is “kafara”.
The root word for “kafara” is (كفر), which means to “conceal/cover/deny/hide/reject”. This is explained in Lane’s Lexicon:
A disbeliever is called a “Kafir” in Islam, because he hid the truth when it came to him. This means that he denied Islam.
The whole chapter is speaking with one condition, that the message of Islam came to the people. That’s why Allah said in the beginning:
Obviously, Islam has to come to them. If they reject it, then they are disbelievers/kafir (this is what a disbeliever is in Islam. The reason why it is said that they are the worst in fashioning and creation is because the word “Bariyyah” comes from the same root of the word “Bari’”, which is one of Allah’s names which means “the fashioner/inventor”. Thus, the “Bariyyah” roughly means “the thing which was fashioned/invented by the fashioner/inventor” (i.e. creatures. “Bariyyah” has to do more of the material form of the creature, but still means creature).
They are “created in the worst form” because they did wrong with their bodies (please note that Allah didn’t create them like this, but they did so with their own bodies that they became corrupted due to the disbelief that they did).
But, be not mistaken. It’s not as if there is something hereditarily wrong with them that makes them the worst of creatures. It is rather the arrogance in them after the truth of the message of Islam had come to them. We know that there is nothing hereditarily wrong with them because:
