might just be hyperpigmentation, use a toner or exfoliate

thought so, this problem is common in indians. one of the main reasons which is never talked about, is indians commonly have sensitivity to SLS (sodium lauryl sulfate) which is the active ingredient in most toothpastes, and its basically in every other foaming product like shaving cream, shampoos, etc. switch your products. i know sensodyne has mostly sls free toothpastes. apply tret & 2% hydroquinone to the area every other night, not forgetting sunscreen in the mornings. also avoid licking your lips so apply lip balm or vaseline frequently.
